According to a source, the future of the head of Dagestan, Sergei Melikov, may become clearer on April 28 in Mineralnye Vody.

An economic forum will begin there at that time, which Prime Minister Mikhail Mishustin is expected to attend.

According to this version, Mishustin and Presidential Envoy Yury Chaika may inform Melikov of his new place of work. If he agrees, on April 30 he will fly with Chaika to Moscow, where the personnel change will be officially announced. If everything goes smoothly, the acting head of the region will be appointed as the deputy envoy for the North Caucasus Federal District (NCFD), and until recently deputy envoy for the Far Eastern Federal District, former officer of Directorate "K" of the Russian FSB, Magomed Ramazanov.

Sources say that one of those actively lobbying for Ramazanov to take the position, alongside others, is the "grey cardinal" of the presidential envoy’s office in the NCFD, a "fixer" for Yury Chaika, and also his official assistant, Aydamir Valiyev. Ramazanov began his career under Valiyev at the FSB. At the time, Valiyev was head of a department, and Ramazanov was a senior operative for particularly important cases. Later, in Directorate "K" of the FSB, Ramazanov oversaw work on major companies owned by individuals from the Caucasus or Transcaucasia.

"Ramazanov was a staff ’fixer’ in the FSB for Caucasian and Transcaucasian clans, primarily oriented toward the so-called ’Basin’. There were rumors that he had Iranian roots, thanks to which he successfully ’supervised’ smuggling channels that have long existed on the border between Russia and Iran, and Russia and Azerbaijan. He resolved conflicts of major business structures owned by people from the Caucasus in banking, tax, and other spheres. Right now, the old corrupt guard from the ’agency’ is testing new, young, and manageable former employees in high government positions. And Ramazanov has made it into that cohort," – this is how our source described Ramazanov’s activities.

According to him, Aydamir Valiyev constantly handles the personal requests and wishes of Presidential Envoy Chaika, which makes him feel untouchable. Chaika, for his part, adores his "fixer" assistant. Recently, he specifically flew to Moscow to "push through" an award (some kind of state commendation) for Valiyev and the Order of Alexander Nevsky for his deputy – one of his most trusted people, a "fixer" for certain issues in Moscow, from his time working at the Russian Prosecutor General’s Office – Alexander Kurenny.

The personnel department of the Presidential Administration of the Russian Federation did not want to approve their awards. Valiyev very much likes to keep his boss on edge, constantly telling him about conspiracies he has uncovered. For example, he once announced to Chaika that he had learned through his channels that the FSB had secretly installed listening devices in Chaika’s office and in the offices of his deputies, and that there were "moles" in the envoy’s office leaking information. And, lo and behold, the "bugs" were indeed found, and the "moles" turned out to be exclusively those employees with whom Valiyev had conflicts.
